Xbox Live Currently Experiencing Issues With Game Purchases
If you're having trouble buying a game on Xbox One or on the Windows 10 store, or finding a game you've recently bought, you're not alone.
Microsoft has confirmed Xbox Live is experiencing issues with regards to "Creating new accounts on Xbox Live, managing those accounts, or recovering an account on a different device, [and] buying downloadable items." This also applies to TV, music and video purchases.
The company has not announced an ETA on a fix, but has states they "believe we have identified the issue causing some members to have problems finding previously-purchased content or purchasing new content."
Other Xbox Live services are online, however, including matchmaking, cloud storage, DVR, and more.
