The lights are on
The Metal Gear Solid creator admits that he'd like to create an small budget adventure game similar to Papers, Please, but doesn't know when he'll ever have time for something like that.
This isn't the first time we've heard Kojima kick around the idea, but when asked about developing a mobile title during a Twitch interview with Geoff Keighley, Kojima said that he had no interest in creating a short, replayable game similar to most of the mobile market. However, Kojima added that he loved indie hit Papers, Please and said that he would like to develop "a practical, easy to play adventure game that is quite deep." Kojima went on to say that he had "no idea when I'll be able to do this...hopefully someday in the future I will be able to develop one of those."

Our TakePersonally, I'd love to see Kojima do something other than Metal Gear; I love that series, but I'd like to see what else the developer could do. It's not an impossible thought, either. Developers such as Peter Molyneux and Keiji Inafune were once big budget designers who have since moved on to work on smaller projects, so who know where Kojima will be in a few years.
