Necalli has a mysteryious background, a brutal style, and the ability to make his hair stand on end and change color when he's powered up.
You can check out the trailer as well as a handful of screens for Necalli below. According to the post about him on Capcom's Unity blog, Necalli has no finesse and, "his attacks have been forged through the heat of battle to inflict maximum pain upon his opponents." He has also has, with the help of his v-trigger activation, the ability to go Super Saiyan, even if Capcom is calling it something different.
Capcom also revealed this weekend that all of Street Fighter V's post-game content, including DLC characters, can be earned instead of purchased if players so desire. More on those details here.
