Some weapons from Halo REACH came to Halo 4, but I stilldont get it how even though REACH was before Master Chief. Bungie should have at least put some of those weapons on Halo 3 I think the DMR would have been good in Halo 3 it would be easier getting headshots on grunts.

This is actually a rather easy explanation: Reach was NOT before Master Chief. The entire line of Spartan-II's were engineered for combat from the time they were five, and actually received their training on Reach. It's either in the book The Fall of Reach or First Strike where the in-depth action of the Spartans during the siege of Reach is described.
Secondly, as a military-planet, the planet was prone to having more experimental technologies and weaponry than were seeing wide-spread use throughout the scattered fleet. Thus, most of the weapons and technology being displayed in Reach even though it wasn't seen in previous entries.
Lastly, the DMR is mainly an Army-applications rifle, where throughout the series we were given more perspective through the lens of the Navy and Marines.
