Sander Cohen, because he was educated AND homicidal, thats always a dangerous mix. His character was brief but genius.

Either Sander Cohen becuase he was truly disturbed and pretty insane
or Fontaine, the whole "would you kindly" twist is permanetly fixed in my brain as one of the best plot twists or surprises ever.
I'd have to say that my favorite villians are Fontaine and atlas due to the fact that his would you kindly thing kind of threw me for a loop and atlas betraying you and then becoming super powered completely surprised me in the game.
First, Sander Cohen.
Second, Gil Alexander.
Third, Andrew Ryan.
First: Zander Cohen. (A true mad man.)
Second: Fontaine. (The only mad man in the series with the brains.)
Third: Ryan. (Just because he had all the cool qoutes to say. lol)
Sander Cohen and Ryan. Ryan I liked because he seemed often less like a villain and more like a very driven businessman. And at the end he's just trying to enlighten you. Reminded me of Daniel Day Lewis in There Will Be Blood. Just very driven and doesn't understand why everybody else isn't. And over time he grows to see them as filth.

Sander Cohen, no reason, only that he kills innocent men and women and then incasing them in wax, sometimes leaving them alive and turn them loose to torture the citizens of Rapture.
