Ok what do you people want to see in Arkham city
A city named Arkham as my first request. Oh look, it came true! But enough joking around, I really want co-op and/or multiplayer involving Catwoman and any other villains, sidekicks, or henchmen.
Lesser-known characters like Black Mask, Great White Shark, a chance to actually see The Riddler would be cool.

Co-op and maybe an ability to switch characters in single player mode.Plus penguin, catwoman, and maybe the riddler. Joker has to be in the game, w/ w/o Harely Quinn!

A more open world atmosphere would be nice...
A little Batmobile and Batwing action would be a lot of fun
