This game is good, no doubt... but it doesn't beat MW2... and probably never will. MW2 rating; 10.
I believe that the online experience of BC2 beats MW2, but the single player game is a tie.
I'm sorry buddy, but there is just no way you can say if one game beats another. Because not everyone plays the same way, there is never a 'better' one for everyone between two juggernauts. Only one that better suits your playstyle.
TheDarkestReign has a point. I still like BC2 more than MW2.
