I believe that 343 said that it would be returning in a way. Not sure what that means but Forge, Theater, and custom games/maps = Halo if they take one out it all falls apart ans they know it.

Considering how popular it is to a huge part of the community, I think it's safe to say it will be included. However since we know that all multiplayer will be taking place inside the ship "Infinity", I'd imagine it would be a similar to Halo Reach's forge world. Some big hanger inside the ship will be designated forging space. This is all speculation of course.
Given how popular forge mode is, i doubt that 343 would remove it.

I am pretty surprised they haven't said muc about forge whatsoever. There is so much about it that makes it awesome though! I have seen some of the greatest non modded, user generated content ever with forge mode. It's what Halo needs to retain that halo feel. Even though Halo 4 seems to have plenty of content already, forge must make a return. Even if they just make forge 1.5 I would be satisfied.

I don't really get what's so fun about Forge mode. I've tooled around with friends before and it just was never very fun. It has a lot of potential, but never really amounted to anything I could get into.
That being said, I do hope it's included as a lot of people want it, but I also seriously hope they make some real changes to it and make it a lot more robust than it has been.
Forge mode is coming back in Halo 4, and it's in development at Certain Affinity, the creative house responsible for Halo: Combat Evolved Anniversary and Halo: Reach map packs.
Certain Affinity based its improvements to Forge on fan feedback, allowing for more creative freedom and ease of use. Players can link duplicated objects using magnets, for instance. In the demonstration below, designers create a headquarters with a bridge, and it's built much faster than it would have been in Halo 3's or Halo Reach's Forge.
What's more, users can lock objects in place, which prevents them from accidentally deleting or ruining their designs, as was a past problem.
The most interesting addition, however, is the Trait Zone. These custom fields allow you to change the physical properties of Spartans in specific spots. In the demo above, you can see a Spartan's speed and jump height boosted, as well as other options including damage absorption, shield multiplier, and recharge rate.
Or you could just lower the gravity of the map altogether.
I hear that they are going to add different gravity fields in this new forge world. I think that would b a fun idea for map making!
