UPDATE:
According to the Beachhead Studio Twitter account on Dec. 22, 2011, " yes, PS3 ELITE premium members get DLC before XBOX non-premium." (Link to statement)
Screenshot:
It is confirmed by the company in charge of Elite that they have basically lied to PS3 Elite Premium subscribers.
I wouldn't care if I hadn't paid for the service. But since I paid in advance for the Elite Premium for the purpose of getting the DLC before non-premium users, I'd say I have good reason to have a problem, especially with contradicting information.
Editor's Note: This isn't meant as a flame to Xbox users. If you're planning to start a flame war based on that premise, please save your time as your comments will be deleted.
Let me first start out by saying that I really don't get too snippy about things very often. I understand some things aren't always going to go my way, and I accept that.
I try not to let things that involve games in general bother me, as doing so typically seems childish to me.
I didn't necessarily like it when I first discovered that DLC packs for Call of Duty titles would come a month later for PS3 users, but I was able to deal with it. After all, I'm an adult and patience is something I've learned over the course the last 26 years of my life.
I even was able to accept the fact that, despite paying extra for ELITE Premium, I would STILL have to wait a month to receive DLC. After all, a contract is a contract, right?
Well, now I know for sure that Activision is (and pardon the expression) pissing in my face and trying to tell me it's rain. Why? Because based on what I've read, it seems that not only non-Elite Premium Xbox users be getting the Overwatch map, which PS3 users like myself haven't gotten yet, but they will also be getting the REST of the DLC in the first content drop before I get the Overwatch map.
To put that in a condensed form: People who didn't pay for a premium service that promises early DLC are getting DLC BEFORE people who DID pay for a premium service that promises early DLC.
How does this make sense? I mean at all?
Even if I have to wait a single day to get the content, the fact that I had to wait until after someone who didn't pay extra (you know, like I did when I preordered my Hardened Edition in JULY?) is a blatant slap in the face and a big middle finger from the folks at Activision. Period.
I can tell you without a doubt that I will never buy another Activision supported title. If I could get a refund on my Elite subscription and on my game, I would. I would erase the two maps that I just got YESTERDAY from my console and pack my game up and send it back. But I can't.
Personally, I think I SHOULD be given a refund for my Elite subscription, considering that it will be officially useless as soon as non-paying Xbox players get the content I paid extra to receive early.
As I said, I don't usually let things like delayed DLC bother me, because it's typically petty.
But this is different. This is me, the customer, being flat-out LIED to by the retailer.
This is the perfect example of poor business practice.

I agree. What they have done is certainly shameful, and as numerous others have noted, a sign of pure greed. Unfortunately however, there are millions of gullible people who will excuse this behavior.
I understand how you feel. I have a Xbox and Elite so I don't have that dillema, but I would be really mad if I was on PS3. I don't think I would go so far as to never buying another Activision game again because I love COD. Every one has their on oppinion, but I agree that this is wrong of Activision.
