Pokémon Bank Access Will Come To Pokémon Ultra Sun & Ultra Moon Later This Month

With the release of Pokémon Ultra Sun & Ultra Moon today, eager players might be excited to deposit and withdraw from the cloud-based Pokémon bank on day one. Unfortunately, compatibility with Pokémon Bank won't be arriving until late November, according to Pokémon authority Serebii.net.

Pokémon Bank is a downloadable 3DS application that stores and manages your Pokémon from all Pokémon games from Generation V (Pokémon Black and Pokémon White) on to cloud storage. It also includes older Pokémon games on Virtual Console, such as the Kanto and Johto games. The service costs an annual fee of about five dollars for server maintenance, but theoretically should guarantee that all Pokémon you catch can be kept forever.

Our Take
Not sure why it isn't available at launch, but perhaps it is to cut off the past of least resistance for grabbing powerful 
Pokémon early and subverting the main game. Or maybe it's just not done.
