The launch of Grand Theft Auto Online was rocky. The servers buckled under the weight of a billion dollars worth of sales all flooding in at once. Players lost characters, progress, cars, properties, and cash. In short, it was the fall of 2008 all over again.
Rockstar is going to make it up to you. As long as you've played GTA Online during the month of October and download patch 1.04 (expected next week), you'll be eligible for $500,000 of in-game money.
In order to maintain the economic balance, Rockstar will be making two deposits of $250,000 each. The timing isn't confirmed yet, but there will be announcements on the Rockstar Newswire when they hit. The first is anticipated at the end of next week.
Patch 1.04 is expected to be the last fix to ensure that game progress isn't lost. Unfortunately, for those who have already lost progress, there isn't good news. "For those asking about their lost characters or rank, those will not be able to be restored so we sincerely hope that this cash stimulus we’re giving out this month will help you get back on your feet or to make your new life in Los Santos & Blaine extra sweet," Rockstar states.

Our TakeThis is becoming the cycle of major online launches. Players begin game, something goes wrong, company apologizes and works around the clock to implement fixes, players continue to voice their anger, problem gets fixed, company gives out a make-right.
This won't replace lost characters and progress, but hopefully it helps ease the pain a bit. Even if you wait until patch 1.04 to start playing, you'll still be eligible for the GTA$, too. It's not perfect, but it's something.

hey this is a good way to pay back for me, I was having a hard time grinding for money, and now with the 500k, I can get one of the high end apartments with a planning room, this is a nice way for them to repay us I think
Key piece of information in the source that answers the question for people waiting to have a missing character restored, Rockstar says:

This is definitely a nice gesture. It's still a bummer for people who lost high level characters.
It's good of Rockstar to at least compensate players in some way for the online mess. I think they do get off the hook a little bit. Single-player and Online together are worth WAAAAY more than $60.
This is a very nice gesture on Rockstar's part and I'm sure it will go a long way towards helping players who lost their progress get back on their feet quicker.
The worst that happened to me was losing two ranks and about 20k worth of cash after getting the cloud save error, which was kinda irritating but I got the two ranks and nearly all my money back after only like 20 minutes of playing by myself.
One of my friends though, he lost all of his progress after investing a hefty amount of hours into the game; his character, his cash, all his cars, his apartment, all gone. It nearly killed his interest in GTA Online entirely (which would have sucked since he's a huge GTA fan as well as the leader of our GTAO crew). Fortunately, after taking a few days to recoup his losses, he's slowly getting back into the swing of things and I'm sure this new gift from Rockstar will help him along even further.

i'll just be happy once its fixed and stabilized , the 500k isn't bad tho considering the lost characters
I was one of the fortunate ones that only had to start over on a low level, and then I found some random post about not creating a new character and simply refreshing the servers before Rockstar made the official announcement... so I'm currently in a nice apartment with a full garage and sitting on half a million. Rockstar making me a millionaire will be nice.
