The lights are on
According to a report out of Korea, you can add Mega Man Online to the list of cancelled games in the franchise.
Kotaku has a report from Korean website This is Game which contains a statement from an official with the game's developer Neowiz that apparently says Capcom and the developer decided to drop the project last November. While it is believed that game was only intended for South Korea, fans can't like that there's another cancelled Mega Man game after Mega Man Legends 3 and Mega Man Universe.

Capcom hates everything about themselves.
They need to get their *** together and maintain a *** game. It's one thing if money's an issue, but they find every other reason under the sun to drop a project. Are they in the Guinness book of world records yet for doing this so often?
