The lights are on
An upcoming patch for the game allows players to play as any race, regardless of which version or expansion packs you have.
Patch 5.0.4, among other things, lets you even play as the upcoming Pandaren when it is released on August 28. This is irrespective of whether you buy Mists of Pandaria when it comes out on September 25. Reading Blizzard's own blog entry on the matter, needless to say, it sounds like Pandaren won't be playable until the expansion hits.

The article makes it sound like Pandaren is avaidible for play on August 28th, that is incorrect. However, when MoP is launched on September 25th, anyone will be able to play a Pandaren - but not sooner than that.

Guild Wars 2 officially launches that day, too!...wait a minute.
I think this is neat. Though some people think it's to combat Guild Wars 2 in some way. Tuesdays is when they do their patches and server maintenances. Also, I don't understand why someone would outright quit WoW to play Guild Wars 2, when you can play both. Guild Wars 2 has no monthly fee. I'm going to enjoy both.
(Granted, Cata is very stale now so Pandaria can't come soon enough)
Can't you still only get to lvl 20 without paying? Not sure theres enough in the first 20 levels to make me go back and pick this game up again, even if you can play as a friggin' Panda.
