BioShock 2 DLC Already On Disc?

I downloaded the BioShock 2 Sinclair Solutions Test Pack last night. I was surprised by how quickly the new content arrived on my Xbox, but I chalked it up to a supernaturally strong internet connection. I may have been wrong. Allegedly, this “DLC” may simply unlock content that was already on the disc, rather than actually downloading anything substantial to your harddrive. Fans of the return trip to Rapture are voicing their displeasure.

BioShock 2’s new content, which costs 400 MS Points on 360, is a relatively small file size compared to most DLC. It’s a mere 108kb on the 360 and only 24kb on PC. Considering the new content adds new characters, trials, weapons, and raises the level cap you’d think it would be a bit larger.

Is this a case of the developer charging for content that was already included on the disc, or was the DLC simply a big thing in a small package? 2K fans have taken to the developer's forums demanding answers.
